Lightning is not a later “phase” unlock inside Update 27.0; it is part of the core content listed in the Update 27.0 patch notes, which show Lightning as a reworked Blox Fruit when that update itself releases.

The patch notes state that in Update 27.0 “Rumble was renamed to Lightning” and “Lightning was remade available to purchase,” meaning the moment your game is on Update 27.0, the fruit is obtainable through normal methods (Gacha, trades, etc.) instead of having a separate later release.
If your client still shows Rumble instead of Lightning, it usually means the game has not fully updated on your side yet and you should rejoin or wait for the server to move to Update 27.0.
What are the spawn locations for Lightning Fruit in Update 27.0
Lightning is a standard map-spawn and dealer fruit, so it does not have fixed, special “Lightning-only” spawn spots in Update 27.0; it appears wherever normal fruits can spawn and through the usual dealers/gacha systems.

Lightning follows the global fruit system: fruits spawn somewhere on the map roughly once every hour and despawn after around 20 minutes if not picked up.

Any island that can host normal fruit spawns can host a Lightning Fruit, so there is no single guaranteed island like “only Floating Turtle” for free spawns.

You can obtain Lightning through the Blox Fruits Dealer / Gacha, which rotates random fruits every 4 hours, and Lightning is part of that pool after Update 27.0.

Event-related methods (like spending Summer Tokens at the Summer Gacha during the Lightning/Summer event) are also a major way players farm Lightning, but that is tied to the event system, not fixed world spawn locations.
