1. Dragon Dojo NPC Quest
The very first requirement is to unlock the Third Sea. This means, that you must be above level 1500 to get the Draco Race. Moreover, you must have unlocked the Dragon Talon fighting style and have 500 mastery on it.
Having met both requirements, head to the Hydra Island and interact with the Dragon Dojo NPC. He can give you three quests every 12 hours, and upon their completion, you will be rewarded with a unique colored belt. Once you have completed all eight quests, you will earn the rare Black Dojo Belt and now you can access the Dragon Wizard NPC.
2. Dragon Wizard NPC Quest
Interact with this NPC to learn the Dragon Tether ability that lets you collect Dragon Eggs. Your final task is to collect a single Dragon Egg from the Prehistoric Island. You may ignore this task if you already have one with you.

The Prehistoric Island spawns randomly once you are in the Sea Danger level 6. However, you can use a Volcanic Magnet to increase the chances of spotting this land. I would highly recommend doing this task with your friends since the difficulty is really high.
Once you reach the island and start the event, all you need to do is prevent the lava golems from damaging the relic and not let the Volcano erupt. Once the timer ends and the relic has more than 90% health, you can collect the Dragon Egg.
